The New York Times is reporting that the nebulous Morton Memo guidelines, coupled with insufficient training of Homeland Security agents, is contributing to the uneven application of Prosecutorial Discretion by DHS across the United States. The Times article indicates that DHS is, in many instances, continuing to pursue deportation as a primary goal even in cases where aliens present substantial equities, extensive ties to the United States and clean criminal records.
